The San Joaquin County Human Services Agency (HSA) provides State and Federally mandated social services and benefits to citizens of San Joaquin County. HSA offers opportunities for a life of self-reliance and fulfillment through comprehensive and integrated programs designed to assist our clientele to break the cycle of dependency and poverty. Our programs serve a diverse clientele including adults, children, the elderly, the disabled, and the under-employed. We are committed to delivering those services to those who qualify.
