About this program

Project Concern began in 1968 as a result of a community needs assessment for an agency to fill gaps in services. Since then, services and programs have expanded and focused on assisting homeless and low-income individuals and families, children, senior citizens, people with disabilities, and thousands of men and women in Dubuque, Delaware and Jackson counties. One of Project Concern’s main goals is to empower people to become strong, independent, and healthy members of the community. Project Concern accomplishes this by connecting people to services, promoting self sufficiency, providing information, providing advocacy, and encouraging involvement. Project Concern is funded by diverse sources including, donations from individuals, organizations and corporations in the community, grants, United Way, and government support. Project Concern is overseen by a board of directors.
Services offered
Homeless Prevention - Providing eviction prevention services such as rent subsidies, assistance with utilities, case management, or mediation with landlords are cost-effective ways of keeping individuals and families in their homes.
