Northwestern Illinois Community Action Agency

NICAA is a non-profit private corporation serving the counties of Stephenson and Jo Daviess in the Northwest section of the State of Illinois. The ultimate authority of the Agency is vested in its governing board,which is comprised of public, private, and client sector representatives from the two counties. NICAA was established in order to better focus on all available private, local, state and federal resources. Our goal is to enable low-income families and other disadvantaged individuals to obtain the skills, knowledge, motivation and opportunities to become self-sufficient. The mission of Northwestern Illinois Community Action Agency is to diminish the causes and effects of poverty by helping people identify and obtain the resources to achieve self-sufficiency in order to build stronger families and communities.

Low Income Heating & Energy Assistance Program (LIHEAP); Illinois Weatherization Program; Community Services Block Grant (provides rental assistance, emergency services and pantry referrals to income eligible households)
