Housing Choice Vouchers are designed to assist very low-income families, the elderly, and the disabled afford decent, safe and sanitary housing. The City of Kenosha Housing Authority (KHA) pays the landlord the difference between the tenant's ability to pay and the contract rent. The KHA receives federal funds from the U.S. Department of Housing and Urban Development (HUD)
