Created in September of 1994, by the Mayor and City Council of Jacksonville, JHA was formed to create an effective community service oriented public housing agency. Prior to the establishment of JHA, both the Public Housing and Section 8 (S8) programs were administered directly by the City of Jacksonville and regulated by the U.S. Department of Housing and Urban Development (HUD).
