About this program

Community Action changes people’s lives, embodies the spirit of hope, improves communities, and makes America a better place to live. We care about the entire community, and we are dedicated to helping people help themselves and each other. For over 46 years, Community Action Partnership of San Bernardino County (CAPSBC) has been developing and implementing programs that address the most crucial needs of low-income residents in San Bernardino County. CAPSBC is a private non-profit public benefit corporation with a 501(c) (3) status. CAPSBC was established in 1965 as a result of the Economic Opportunity Act (EOA) of 1964. The EOA was signed into law by President Lyndon B. Johnson to support his declaration of an unconditional “War on Poverty.” CAPSBC is the designated “Community Action Agency” for San Bernardino County by the State of California and is one of the 1,000 Community Action Agencies nationwide dedicated to assisting low-income individuals and families to become stable and self-reliant.
