About this program

Central Texas Opportunities, Inc., (CTO) is a 501 (c) (3) nonprofit organization that assists low- income individuals and families to become more self-sufficient and transition out of poverty. CTO serves a seven (7) county area including Brown, Callahan, Coleman, Comanche, Eastland, McCulloch, and Runnels. CTO is a Community Action Agency which was established in 1965 as a result of Lyndon B. Johnson’s “War on Poverty”. Even though CTO has over 109 full-time and 15 part-time employees, volunteers are heavily relied upon, especially from the low-income communities.

Comprehensive Energy Assistance Program; Utility Company Grants (CARE - Assist Reliant Energy Customers up to $300; Energy Aide - Assist TXU Customers up to $150; Neighbor to Neighbor - Assist WTU, Direct Energy, and First Choice Power Customers up to $600; Sharing the Warmth - Assist Atmos Customers up to $150; Keeping the Warmth - Assisting Atmos Customers with Weatherization up to $1500); HOME Programs - Tenant-Based Rental Assistance (TBRA); Homeowner Rehabilitation Assistance (HRA), Homebuyer Assistance (HBA)
