Central Indiana Community Action Program (CICAP) - Madison County

Central Indiana Community Action Program (CICAP) is the Community Action division of JobSource. JobSource is a department of the Madison County Commissioners consisting of JobSource, JobSource, Inc. and CICAP. JobSource was created to administer federal employment and training grants to Madison County residents. Although it is a department of Madison County, it operates independently. JobSource has provided employment and training services to local residents since 1973 and has been a partner in the operation of WorkOne Anderson since 1997. JobSource has operated employment and training programs providing services to adults, youth and dislocated workers, first as a Prime Sponsor under the Comprehensive Employment and Training Act (CETA), then with the Job Training Partnership Act (JTPA) and currently with the Workforce Investment Act (WIA). Additionally, JobSource is the designated Community Action Program (CAP) agency in Madison County since 1983 operating Community Service Block Grant (CSBG), energy assistance (EAP) and weatherization (WX) programs in Madison County. JobSource, Inc. was created in 2003 as a not for profit tax exempt organization under 501 (c) (3).
