Ashtabula County Community Action Agency

The Ashtabula County Community Action Committee was originally created in 1965 by a resolution of the County Commissioners. Similar Community Action Agencies sprang up all across America. They were funded by the Economic Opportunity Act, the legislation which accompanied President Johnson’s War on Poverty. During the early 1970’s, there were federal movements to target the Office of Economic Opportunity for extinction. In 1972, the County Commissioners enacted resolutions to abolish the Committee and created the Ashtabula County Community Action Agency (ACCAA) as a separate public agency with a new governing board. At this time, ACCAA was “set apart” from County government and the board was established to meet Federal Regulations. Ashtabula County Community Action Agency (ACCAA) applied for and received a 501 ( C )(3) tax exempt status from the Internal Revenue Service on February 26, 1974. Mission Statement: To effectively and efficiently use resources to seek new ways to create and operate programs that address poverty, help achieve self-sufficiency, provide opportunity, and promote economic security within the community.
