Section 8 is a rent assistance program funded by the Federal government through the Department of Housing and Urban Development (HUD). Eligible households pay approximately 30% of their adjusted gross income toward rent. The remainder is provided by the program and paid directly to the landlord. In 1998, the Section 8 Housing Choice Voucher Program was created to replace the Certificate Program, maximizing participants' opportunities to find eligible housing.
